VFP8 SP1 Non-Admin: The title bar gets hosed if it you drag it off-screen or behind a docked window. Otherwise, dragging it around the screen doesn't cause problems.

VFP9 SP2 Non-Admin: No problem.

Calvin Hsia posted some pre-SP2 solutions on his blog, but I don't know if this specific issue is addressed. Doug Hennig's Vista articles may have info on this as well. Google either one of those.
