Could it be the same issue as BUG: License Error with ActiveX Control Added at Run-Time mskb #192693? If it's than it can be solved by visually subclassing ActiveX in question.

It does not ask for a key when compiling. I created a setup which includes the Foxpro exe and the dlls and installed it on another computer, but it continues to say the dlls are not licensed on that computer.
