>I have two projects. Both are for a desktop project. In each, I have a form. In each, I have some code in the .vb file related to it. In one, I see a Region that I can expand or collapse. In the other, I do not have that section. Does anyone know what controls the display of that section in the .vb file?

The IDE-generated stuff plugs in #region/#endregion in various places. Perhaps it's not consistent in where it generates it. Personally, I love these things and use them everywhere in my code.
