I had found the Fox Wiki entry several days ago. I also found the entry on Rick Shummer's blog. I had not found the download from Microsoft from April that was pointed out earlier on this thread..

The chm on the prolib site has a June date and is 40,000 bytes larger. If we are lucky someone has made some improvements to the Microsoft chm from April. Does anyone know what happened?
