Equally means: that every identity receives the same value. Wheter there are two identities (Jews and Arabs as ethnic groups) or 1.8 million (jews and arabs as individuals). You were implying that equally meant fair. The question is whether it was fair given the fact that the arab population was twice as large (BTW, I do not know the answer).
