You can't save Excel :-)
You must save WorkBook:
LOCAL loExcel AS Excel.Application
loExcel = CREATEOBJECT([Excel.Application])
loExcel.WorkBooks.Add()
tcXLSFileName = [c:\test.xlsx]
IF '12' $ loExcel.VERSION && XL 2007
