It is defined in old excel versions too. You can find it creating excel.h using object browser. You can also launch excel, alt+f11, f2 and then write:
xlFileFormat [enter]

you would see it listed as xlExcel5 and 7.

Anyway it is old format and unnecessary to use IMHO. If you want use -4153 (xlWorkbookNormal).
