Again, not so much tacit approval but that it's very difficult to get anyone originally from Eastern Europe to talk to anyone in any kind of 'police'. I can understand their reticence, but it is difficult to work leads when no one will talk to you either out of fear of 'the authorities', or the gangs themselves.
