That's a new one! I'm not at all sure even what questions to ask. (Yes, of course it's supposed to stay in one place.)

Do you have dual monitors?
Can you tell how far it has shifted?
Can you send me a private email with a some screenshots of your entire screen?

These are kind of shots in the dark, since I don't have a guess as to why you're seeing the behavior you are.
