Consider time dimension of the statements.
Back then 'liberal' meant quiet different things. Perhaps it was a pun to those gallable to early communist and at the time utopistic ideas. In many case it had real life bearings, as this is the mental profile where Stalin bolsevics were both investing lot of money and harwesting many new recruits in those days ideological warfare. Perhaps this is where 'usefull idiot' comes from.
But that was back in war and cold war times. In today's times (consider Europe political scene) Churchill statement makes no sense.
