18 Months? Too bad. If they don't like it, they can find some other way to get free money.

OK. So we have compulsory surgery for males when they go on and come off welfare (with a cost that may exceed all their welfare checks) and compulsory depo injections every 3 months for women of reproductive age. Should they experience complications of these procedures forced on them, too bad. Should contraception be against the culture or religion of the welfare recipient I'm guessing that is too bad as well.

IMHO the above has more than a few consequences under US and international law. I'd also observe that Depo may be as little as 97% effective, meaning you might see 3 pregnancies for every 100 so-called no-hoper female of reproductive age on welfare. What will you do about them?

IMHO if you follow these things right down to the real-life particulars, often they become incompatible with the sorts of society we want. So most first-world nations grit their teeth and carry the load so that there will be welfare for those who truly need it.
