My understanding of the filter has always been that it limits the viewing of the reply message only by the person who has that member in his/her twit filter. It doesn't prevent a member on a twit filter from actually replying to a message by someone who has put him/her on their filter.

In rare occasions, it could be like that. But, in most cases, when it comes to that point, it would be mostly because the topic has shifted only between the two individuals, such as getting closed to be a sensitive messages, for example, and in such a situation, assuming one would have added the other on his or her twit filter, then, this would prevent further posting.
