Hi,

According to this: http://law.shu.edu/news/guantanamo_report_final_2_08_06.pdf only 5% of the prisoners were detained by U.S. Authorities, 86% by Pakistan or the Northern Alliance. Looks like there was more money to be made handing them over to the U.S. than shooting them (whether they were guilty or innocent)......
