While a banned member is responsible for his acts in the same way as a member who adds someone to his twit fitler, we enforce some logistic to make sure that no further communication would then apply. So, as it works for a banned member, if someone would really insist on creating a content to someone that no longer wishes to receive communication from that individuals, then a new thread could be created to All.

It is a problem of the destinator if he/she doesn't see the messages, but it should not affect the other person's rights to post messages. Think about it.

I agree. IMHO, If I put someone in my twit filter, then I don't want to see their messages. However, it should not prevent him/her from posting messages.
