Yup, if you have those installed then it should match the version of the controls you have. Here is a part of your original message:

Notice the very last part. The located assembly's manifest definition does not match the assembly reference.

typically when I see this, I have to remove the reference to the assembly from your project; in this case the MM Infragistics web controls and then end up adding it back in from the correct location. This has happened when I upgraded and the references are no longer the correct ones. Since you have this assembly installed, and it seems to be a match to the controls you have installed, then I would remove the reference and re-install it. Make sure in your web.config it has the correct reference when you are done. I have also seen these references at the top of the master page file or other aspx files and I would look in those to try to find it also.
