>US cencus of 2006 (http://quickfacts.census.gov/qfd/states/47000.html) show a population just over 6,000,000 in Tennessee. 100,000 individuals represent about 1.7% of the population.

>>Well, over the past 25 years we've arrested over 1 million people. We have over 100,000 individuals, and over 50k have been arrested more than 5 times.

What are the odds of being accosted by a criminal with a gun, anywhere. We aren't focused on just road rage. Criminals abound, and they take their weaponry with them. Of the seven times I was shot at, only once was I on the road, chasing said suspect while driving a police car. Even so, that has nothing to do with the big picture. We need to modify the behavior of our criminals by making the reinforcement untenable. It's pure Psych 101 stuff.
