Not necessarily. A private citizen has a right to defend themself against anyone who is illegally attacking them, even if that person is a police officer. I know, you think cops never do that, and I agree that most of the time that is true. But, in the rare event that an officer goes off the farm, you and I don't become thugs if we defend ourselves.
