Those of us in Montana describe our environment as 'near shore'. We have had trouble hiring out of state clients because of our pay scale. I could probably make 20% to 30% more if I wanted to relocate to a major metropolitan area. If your friend will be consulting in Montana for Montana clients he might have to shade his rates to the low side. Again, depends on the skill set and desperation of the client.
