I tried alwaysonbottom, didn't seem to help

Trying to create a kind of dashboard using the _SCREEN which was why i was adding it to the screen. I want to host multiple instances of the viewer tied to different reports. And I'm trying to do it in such a fashion that my test group doesn't have to retest the world.
