My understanding of the behavior is that a VFP form is restricted to _screen, and the docked forms don't count, i.e. they're outside in the gray area between _screen and _vfp (check their coordinates). So not only you can't show a modal form on top of a docked form, you can't show modeless either. Unless it's not in _screen, but on Windows desktop, i.e. .desktop=.t., which means it can go over your menu, _screen.caption, your .alwaysontop=.t. forms etc etc, it's just another window in your system, not a window in your _screen window.
