I have copied the Microsoft.Office.Interop.Outlook.dll into the application directory. I have also run regasm on it. The result was successful. However, at the same place, in the line where I am trying to create an object to it, I am still getting the same error:

"Retrieving the COM class factory for component with CLSID {0006F03A-0000-0000-C000-000000000046} failed due to the following error: 80040154."

The line is:
            Dim loOutlookApplication As Outlook.Application = New Outlook.Application()
Anyone would know what I am missing?
