You might want to take a look at Ed Leafe's site: http://leafe.com/dls/vfp. He has a utility called vRunFox9 that may be just what you are looking for.

vRunFox 9 An update to the RunFox utility for Visual FoxPro 9.0. It is a runtime Command Window, and works pretty much like the native VFP Command Window, except that it doesn't require the development version of VFP to work. It gives you all of the power of the native FoxPro Command Window in a distributed app.
NOTE: No docs or source, just the EXE. Fire it up, and use it!
