The Windows scheduler has an option for max allowed runtime for a task.

We had tons of "hang" issues using the Windows COM based ftp object. We scrapped using it and rewrote our ftp library using just WinAPI calls and it works a couple of orders of magnitude more reliably. We probably run a couple thousand ftp sessions a day.
