Unfortunately you should use so called Dynamic SQL for this:
DECLARE @KeyName varchar(50)
SET @KeyName = 'codesdeptkey'
DECLARE @sql nvarchar(max)
SET @sql = 'SELECT CodesKey AS '+ @KeyName + ', * from codes'
EXEC (@sql)
