It's more a question of what salary you would be willing to accept for the position. If the amount is above the budgeted level, then obviously an employer would have to negotiate with a prospective employee. If the amount is in the high range of typical salaries for comparable positions in the area, then the employer would expect the prospective employee to be above average in skills and experience.
