As one who hasn't had a job working for a company in over 30 years, how does one give their expected salary (as in the link you gave Cecil). I not interested in the position there, just have noticed that often and just wondering.... doesn't that make one applying for employment to low ball what he would expect to get paid?

It's more a question of what salary you would be willing to accept for the position. If the amount is above the budgeted level, then obviously an employer would have to negotiate with a prospective employee. If the amount is in the high range of typical salaries for comparable positions in the area, then the employer would expect the prospective employee to be above average in skills and experience.
