Once in a while at work, someone will say to me that his office is so cold he's freezing in there. I go in and oddly enough, I don't actually freeze. "You could grow orchids in there" sounds like the same sort of hyperbole to me.

The other issue is that people are comfortable at different temperatures. I like it a bit on the cool side, other people want desperately to turn up my thermostat because they're freeeeezing. ;)
