You have first figure out what slows your EXE startup and reports.
For applicatio check SET TABLEVALIDATE.
In general, the reports will be much slower when run in SET REPORTBEHAVIOR 90 mode. If you're not using new reporting features, SET REPORTBEHAVIOR 80 to get old performance.
