There is no MSVCP71.DLL on the windows 2003 R2 Standard Edition Service Pack 2 server where I am having this problem. This is the same server I installed the C++ thing you advised me about. If I need to get that DLL where would I get it? I have a copy on my development computer which is XP SP2. Will it be OK?

It does NOT work from the command window either. Wish I had thought about that earlier. I should mention my app is compiled under VFP9SP2 but I am using VFP7 to run the command line, if that matters.
