New PC with fast CPU, 4+ GB running Vista-64 -- install on it VMware server (freeware). Then configure and run a virtual machine under any version of Windows and DOS, several Linux brands (Ubuntu, for example).

A small catch: you have to own a Windows license to run a virtual machine.

A virtual machine can be created either from Windows installation CD or converted from a real PC. After that it looks, smells and quacks like a regular PC.
