Under Thatcher they tried to change rates to "poll tax" (council tax) which, you may recall, causes riots. Nowadays I pay far more in Comm. Charge than I ever did as poll tax.
I thought this was equiv. to a US "local tax". In effect, in GB anyway, this is used to pay for local amenities, such as street lighting, refuse collection, the police, etc.
Having written that I'm now not sure whether we have council tax or community charge here :-) to paraphrase Shakespeare "A thorn by any other name ..."
