The C:\Program Files\CTSQL directory is shared by all Citrix users. It means that only the first user can update the application otherwise it'll be in use by other users. If even first and only user cannot update application than it's a right issue.

And that is that they get a "File In Use" message when the launcher runs and is trying to pull down the primary application file.
