DEFAULT is too much of maintenance concerns. You have to consider all settings i.e. relationships, filters etc. that were set on other forms because it will be available publicly on the entire application.

PRIVATE is safe only that you have to re-issue SET commands on every form if you are not using custom form class. If you are using custom form class however, I would say PRIVATE is the best setting. Worry free - I would say.
