Does this make sense?

I thought plea bargaining was when small fish get leniency in exchange for implicating bigger fish. But I am guessing that Madoff is the biggest fish in a long while. What's happening?

First reaction is: he will escape by suicide.

Second reaction is he is blackmailing somebody. So a Madoff suicide may be convenient for that person/ those persons.

Third reaction is, maybe there IS a bigger fish than Madoff. Holy smokes.

It is really weird that he is at home.
