Does anyone know how to turn off virtualization and installer detection in Vista Home Premium to keep the OS from shuffling the DB tables around?

Apparently Home Premium does not provide direct access to the Local Security Policy Editor. Is there another way to get to the local security policies?

Are there direct Registry edits that can be made and what would they be?
