Pakistan is already plenty unstable. More a question of attempting to minimize the horror of its future. The government must make public statements to appease the masses while making private arrangements with the US to suppress the areas that are not at all under government control.

An interesting example of a place where majority rule would pretty much guarantee nuclear weapons in the hands of people we don't want to have them, a war with India that would kill millions, and completely disaster in South Asia for a century.
