No, an option isn't necessary. If you're keeping different versions, then I can see wanting different sets of options.

What I'm talking about is the ability to _upgrade_ an older version. That's how I write my programs. I mean, options are just data. How would we like it if every time we updgraded VFP, it deleted all our .dbfs? :)
