It turns out the problem was happening in the Telerik code. I had to get their source code and setup a debug environment to track down this issue. Anyway, part of the problem was adding a blank entry to the drop down list and where I was doing this. Because it was a filter control within the grid, there was different behavior then when I normally add a blank line to a drop down list.

Anyway, after battling several other issues with Telerik's filtering mechanisms, I was finally able to get everything to work. Now it's pretty slick!!!
