Current estimates I've heard are around 100,000 developers worldwide, using any version of Fox. That's probably based in part on the following estimates a few years back:

The number of developers has been in a slow decline for many years and that will probably continue, but the community is not going to disappear any time soon. Good Fox consultants have been very busy. Efforts like VFPX and eTecnologia's .NET compiler should ensure that Fox is a viable tool for a long time, at least from a technical point of view.
