Either, I just want the install to finish correctly. During install the user is given the choice of where to place the program on the start menu (standard fox setup wizard install). The install defaults to MyProgram group, which doesn't exist. They can then accept the default (which does not work) or they can select an existing program group (which does work). I want the user to be able to take the default and have it creat the program group for MyProgram so that they can install eaisly.

I guess this is one of those things that no body else has seen. I'll have to try to create a new installation set and see if it continues to fail.
