When you do the APPEND, then file pointer will go to the bottom of the table. After doing the processing (APPEND, REPLACE) the SCAN think it is finished because it is at the end.

Try this instead:

SELECT zbpile, zbshee,zbmark FROM Z2 INTO CURSOR csrZ2
select csrZ2
SCAN
SELECT zafl
SEEK csrz2.zbpile + str(csrz2.zbshee,7)+ csrz2.zbmark ORDER ZBZONE

IF FOUND()

SELECT z2
APPEND BLANK
ENDIF
ENDSCAN
