I think in that case they want to make it clear that you have to go through a series of steps before completing the whole process. Maybe that is
the situation Bhavbhuti has, in which case I withdraw my point. I was thinking of the more common (IMO) page frame use, where there is related information which won't all fit on one form; in that case you may be interested in only part of it and aren't required to look at it all.
