It strange though that there is no apparent sophistication in dealing with these organisations. Yes they are a bad thing but there they are , elected by the Gaza. We need to be working on modifying Hamas. When they do something good reward them straight away don't just say "yes that was good but stop doing all those bad things first before you get anything". Rewardte odd and ignore the bad. If I was dealing with a child who was behaving in a problematic way that would be part of my approach.
