Tamer, this sounds like Cleveland. One of the legacies of the old Rockefeller / Standard Oil Days is a very impressive library system. I order stuff on line and it is sent to my local library. DVD and books on CD collection is amazing. There is also an ebook lending system and I can get anything from pretty much any library - including Universities - in Ohio.

>P.S. It does occur to me that library systems might be stronger here than elsewhere since we are right outside Philadelphia, home of the country's first lending library (like so much else here, founded by Benjaming Franklin).
