Sorry I didn't see the "starts with" criteria based on the examples you gave.
set filter to at( this.Value, transform( int( val( TheField ) ) ) ) = 1
>This.value ----> "123"
>FieldValue ----> "000043123"
>
>yields an incorrect TRUE.
