It's probably the foxuser resource file your app is trying to create and/or update. Turn resources OFF in your config.fpw -file and see if that helps.
However, as soon as your application tries to open a dbf, it will try to write to disk (update file header), in which case you run into the same problem yet again.
How about using a USB flash drive instead?
