If you know the report is going to be 2 pages, it sounds like the memo field sizes don't vary too much. One workaround might be to create 2 reports, one with memos 1 to 8, the other with memos 9 to 16, and print them one after another.

Another option you can experiment with is to create one large memo field, with the contents of all 15 memos plus their titles. One downside to this is you can't use a different font for the titles, and you can't finely control the spacing between memos and titles (must be multiples of one text line). If it goes over 1 page you might have to try it in the summary band rather than a detail band - this may not work if you're driving the report with multiple rows in a table or cursor.
