Yep, it's called NOLOH (
www.noloh.com) - NOLOH is a superset of the PHP language and brings better OOP to PHP. It's class structure and behaviour are very similar to .NET classes (even some of the class name are, ahem, very similar :)
On top of that, PHP reminds me of Fox/VFP. It became OOP and has zillions of functions that do all kinds of things. The language is like an Onion, layer after layer of confusion and contradiction and weird names (just like Fox) :)
With NOLOH, you don't touch HTML - NOLOH stands for "Not One Line Of HTML". If you just want to create OOP structures in one language that results in a web application, it may be for you :)
