You need an active system menu in order to make use of these functions. Even SYS(1500) can only access existing menus. But this menu doesn't have to be in the same window as your application to be usable. In fact, you can run a menu in the main window (_SCREEN) and hide the main window. The menu is still available in your top level form via the short cuts, but not directly.
