Hi Bob,

You have to enable Multiple Checkouts for this, otherwise every developer checks out the file exclusively. To enable multiple checkouts for a database launch VSS Admin and go to Tools|Options. On the General tab there's a checkbox "Allow multiple checkouts". Activate this one.

Please be aware, that you can checnge this setting only globally. It will also affect other files like class libraries which now can be echecked out multiple times, but cannot be merged by VSS. Before you checkout a library, make sure it's indeed checked in.
