OOP is of course a design methodology. And many OOP characteristics can be implemented in just about any language. Certainly encapsulation can be. My point is that _inheritance_ is diificult enough to do without language (or OS) support that, practically speaking, the best you can do is object-based programming without it.
If not, all someone has to do is give an example of a class hierarchy (in a real-world program) in a language without OOP (and COM doesn't count:).
